【摘要】:Thisguidemaybeusedbyunits,handlers,andrequestingagencieswhenevaluatingdogresourcesorasabasisforestablishinglocalminimumperformanceguidelinesorstandards.Allorasubstofthisguidemaybeutilized.Agenciesandorganizationswhohaveresponsibilityforsearchandrescueoperationsmayusethisguideasabasisfordevelopingstandardizedtestingandcertificationofsearchdogresources.Thisguidedoesnotprovideatheoreticalbasisforhowasearchdogcrewworks,ratheritdescribestheminimumresultsdesired.Definitionsthatarereferencedareprovidedtodevelopconsistencyininterpretation.Eachdogteam,unitororganizationwishingtousethisguidehastheresponsibilityofmanagingandadministeringit.Unitsmaywishtouseevaluatorsfromotherunitsororganizations,or,requestassistanceinobtainingqualifiedevaluatorsfromorganizationssuchastheSARDogSectionoftheNationalAssociationofSearchandRescue(NASAR).Thisdecisionhowever,restssolelywiththeindividualteamororganization.Themethodofevaluationisalsoentirelyatthediscretionofeachuserofthisguide.1.1Thisguidecoversvoluntaryuniformtrainingguidelinesfordogsandhandlerswhoengageinsearchandrescue(SAR)activitiesthroughouttheUnitesStates.1.2ThisguideprovidesaminimumsetoftraininggoalsagainstwhichSARdogteamsandorganizationsmayvoluntarilyevaluatetheirowntrainingprograms.1.3ThisguideprovidesameansofdocumentingaminimumstandardforthoseagencieswhorequestSARdogresourcesforSARoperationsandrequiresuchdocumentation.1.4LocalSARdoghandlersandparentorganizationsareresponsiblefortestingandverificationthatindividualresourcesmeetorexceedtheseguidelines.1.5Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
